Pioneer Development Services, Inc. was established in 1998 with the mission of fostering the development of quality affordable housing throughout the State of Indiana and the Midwest.  In addition to developing its own affordable housing projects, Pioneer provides full-scale consulting services to nonprofit and for-profit affordable housing developers, assisting developers to navigate through the process of developing and financing complex real estate transactions utilizing various sources of funding, including RHTC, Historic Credits, Tax-Exempt Bonds, HOME, CDBG, AHP, CIP, HUD, and conventional financing. Pioneer has extensive experience with various types of affordable housing development, including new construction, acquisition/rehabilitation, historic renovation, adaptive/re-use, elderly, family, mixed-use, urban, and rural development.
