Terry Keusch has worked in the affordable housing development industry for nearly 25 years. Mr. Keusch is founder and President of Pioneer Development Services, Inc., a development and consulting company focusing primarily on the development of Section 42 tax credit financed affordable housing projects. As the sole Principal of Pioneer Development, Mr. Keusch has directed the development of approximately 30 multi-family residential developments resulting in the production or rehabilitation of nearly 2,000 units of affordable housing. Prior to establishing Pioneer Development, Mr. Keusch was an associate with Ice Miller, where his areas of legal practice included real estate finance, tax, and corporate law with a focus on affordable housing development transactions.
Mr. Keusch was the recipient of the 2002 Governor’s Award for Excellence in Recognition of Outstanding Leadership in Affordable Housing, the 2004 Governor’s Award for Excellence in Affordable Housing - Rural Housing, and the 2009 Governor’s Award for Excellence in Affordable Housing - Urban Housing. Mr. Keusch is on the Indiana Roll of Attorneys and holds a Certified Public Accountant (CPA) certificate from the State of Illinois. Terry graduated magna cum laude from Indiana University with a B.S. degree in Accounting in 1988 and graduated with highest distinction from Indiana University School of Law with a J.D. degree in 1991.
